Abstract: The management of the public health system implies the translation of the theoretical foundations to the
managerial functions on the medical services. The public health system sums up inadequate organizational policies, applied
progressively over at least two decades, but the health system allows the focus on the high quality medical act to be focused. The
action guidelines to be implemented should imprint to the health system, at the national level, minimal characteristics aiming at
providing high quality health services, in which patients have a dual role, as financiers, respectively the payment of health social
